DOÑA ANA COUNTY ASSESSOR TO MAIL 2014 PROPERTY VALUATIONS

Doña Ana County Assessor Andy Segovia is preparing 2014 property-valuation notices for mailing on April 1, 2014. The valuations will be used to calculate property-tax bills in November.

            In all, about 110,000 notices will be mailed out.  April 30 will be the deadline to file a protest or to claim head-of-family exemptions, veteran’s exemptions, developer discounts, claims for property exemption, agriculture land-use applications or valuation freezes. Valuation freezes are only applicable for individuals who are 65 years of age or 100 percent disabled at any age and meet state income requirements.

            Segovia said his office has added new features to its website. All forms used by the office are now available online and may be filled out electronically. Many may also be submitted electronically, including the affidavits for transfer of real property, applications for agricultural land use, requests for business personal property and/or livestock and the application for property-tax exemption.

Two forms are available online but must be printed and delivered to the Assessor's Office by mail or in person are the mailing address correction form (which requires proof of ownership) and the valuation-freeze application (which requires a current tax return and proof of age or disability).

The protest form and valuation for 2014 will become available online on or around March 21, at which time property owners will have the ability to file protest forms electronically and attach supporting documentation.

            All 2014 taxes will be based on the taxable value of the property, which is one-third of the full assessed value. Assessed value is influenced by the market, renovations or building additions and, in the case of most residences, a state law caps the valuation increase of these homes at 3 percent per year.

            “As your County Assessor,” Segovia said, “I will continue to maintain a public-outreach program in which I will host informational community meetings. For the first quarter of 2014, the meetings are scheduled at both noon and 5:30 p.m. on Jan. 30, Feb. 27, March 27, and April 3 at the Doña Ana County Government Center. The purpose of these meetings is to educate and assist taxpayers with the assessment and protest process.”
