CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:
  2. Resolution of Support for the Application of the Alternate Site Framework Option for the Foreign Trade Zone No. 197 – Chuck McMahon, Interim Assistant County Manager, will discuss.
  3. Approve Community Development Block Grant (CDBG) Planning Grant Application to the Department of Finance and Administration – Daniel Hortert, Community Development Director, will discuss.
  4. Approve Award of Request for Proposal 13-0053 for Engineering Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Paul Dugie, Flood Commission Director, will discuss.
  5. Approve Expenditure of Up to $204,421.88 to Purchase and Construct Two Pole Barns at the Doña Ana County Fairgrounds and Delegate Signature Authority to Interim County Manager for All Contract and Related Documents – Armando Cordero, Facilities and Parks Manager, will discuss.
  6. Accept Memorandum of Agreement from the New Mexico Department of Health Awarded to Fairacres Fire District 12 and Approve Related Budget Revision and Resolution – Robert Monsivaiz, Fire Marshal, will discuss.
  6A. A Resolution to Amend the code of the County of Doña Ana, by Deleting and Repealing Article 1 of Chapter 26 Thereof, Hazard Mitigation Plan, and Replacing it with a New Article 1 of Chapter 26, to be Entitled Hazard Mitigation Plan, which Chapter Provides for the Adoption of the Doña Ana County, City of Anthony, Elephant Butte Irrigation District, Village of Hatch, City of Las Cruces, Town of Mesilla, New Mexico State University, and Sunland Park, New Mexico All Hazard Mitigation Plan, and Delegating Signature Authority for Future All Hazard Mitigation Plan Revisions – Paul Dugie, Flood Commission, will discuss.

  7. Approve Memorandum of Agreement between Doña Ana County and South Central Solid Waste Authority Concerning Sludge Removal at the County’s Mesquite Liquid Waste Facility and Delegate Signature Authority to the County Manager to Amend and Renew – Kurt Moffatt, Utilities Manager, will discuss.
  8. Approve a Resolution Pursuant to Doña Ana County Code Chapter 146, Finding the Property at 396 Anton Court, Las Cruces, Doña Ana County, New Mexico, a Menace to the Public Comfort, Health, Peace and Safety – Cathy Jimenez, County Building Official, will discuss.
  9. Approve First Amendment to Asset Purchase Agreement by and between the County of Doña Ana County, New Mexico and the City of Las Cruces, New Mexico (Lessors) and PHC-Las Cruces, Inc. (Lessee) and Authorize the County Manager to Execute the Amendment – M. Sue Padilla, Interim County Manager, will discuss.
CORRESPONDENCE
  10. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

COMMISSION MAY CONVENE IN CLOSED SESSION to discuss limited personnel matters, threatened or pending litigation involving Hortencia Acachua-Zepahua and Maria De La Paz Soledad Acahua-Zepahua vs. DAC and Christopher Barela and other matters, as authorized by the Open Meetings Act, § 10-15-1 (H) (2) and (7), respectively.

COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

COMMISSION ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
