3. Proclaim a Covenant between Doña Ana County, Other Local Governments and Major Area Military Installations, Facilities and Personnel – Jess Williams, Public Information Officer/Commission Liaison, will read the proclamation.
4. Presentation of Update Report by Jill Vonosten and Anne Lightsey on Ethics Study – Commissioners Billy Garrett, District 1 and Scott Krahling, District 4, will introduce.

6. Resolution Supporting 2012 Legislative Priorities of the New Mexico Association of Counties – Lynn Ellins, County Clerk, will discuss.
7. Approve Award of Request for Proposal 13-0016 for Anonymous Hotline Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Deborah Weir, Human Resources Director, will discuss.
8. Approve Award of Request for Proposal #13-0018 for Consulting Services to Prepare a Unified Code for Sustainable Development as part of the HUD Regional Planning Grant and Delegate Signature Authority to the County Manager for Related Contract Documents – Chuck McMahon, Interim Assistant County Manager, will discuss.
9. Resolution Authorizing Application for Environmental Education Regional Grant from the Environmental Protection Agency, Including a 25% In-Kind and/or Cash Match, and Delegating Signature Authority to County Manager on all Application and Grant Related Matters – Armando Cordero, Facilities and Parks Manager, will discuss.
