Interim Doña Ana County Manager Brian D. Haines has filled three vacancies in Doña Ana County, effective Monday, June 2.
AIRPORT MANAGER: Vernon Wilson of Las Cruces has been named manager of the Doña Ana County Airport in Santa Teresa. He succeeds Tom Humphries, who retired in April. Wilson holds a bachelor’s degree in psychology from North Carolina State University, and he is certified as an airline transport pilot flight instructor by Southwest Aviation. Since October of 1998, he has been the chief flight instructor for Adventure Aviation of Las Cruces. He managed the White Sands Missile Range Flying Club for three years, and he also has more than 25 years of experience as a military pilot and flight instructor. Wilson will earn an annual salary of $36,130.
As airport manager, Wilson is responsible for air-traffic safety, facility maintenance coordination, budgeting and hangar leases. The Doña Ana County Airport is located off Pete V. Domenici Highway in Santa Teresa.
GIS ADMINISTRATOR: Stacy L. Bellavia of Radium Springs has been brought on board to oversee the county’s geographic information systems division of the Department of Planning and Development. She succeeds David Garber, who left the county for another job out of state. Bellavia holds a bachelor’s degree in mathematics and science from Hawaii Loa College in Kaneohe, Hawaii, and a master’s degree in environmental science from Indiana University in Bloomington, Ind. She has more than eight years of experience in many GIS-related positions, most recently with the U.S. Army at White Sands Missile Range, where she organized, implemented, analyzed and prepared a wide variety of reports and procedures related to GIS applications.
As the county’s GIS administrator, Bellavia will be responsible for administering, developing and implementing the county’s GIS programs, and she will work closely with the rural mapping initiative and the county’s mapping specialists in the planning and assessor’s departments. Bellavia will earn an annual salary of $44,491.
HAZARDOUS MATERIALS OPERATIONS SPECIALIST: John Patrick Frecker, formerly of Bethesda, Md., has been hired as the county’s hazardous materials operations specialist. The position is newly created. Answering to the County Fire Marshal’s Office, Frecker will be based at the Doña Ana County Airport in Santa Teresa, where increased rail, truck and air traffic – along with major manufacturing – increases the possibility that a hazardous materials situation might occur. Frecker will, however, be available for situations anywhere in the county that involve hazardous materials, including weapons of mass destruction, chemical agents, biological agents, fuels and chemical spills. He is highly trained in a number of specialized areas, and he will contribute expertise and experience to the county’s 16 volunteer fire departments across a wide variety of situations.
Frecker attended Montgomergy College in Rockville, Md., and University of Maryland College Park in College Park, Md. As part of his job, he will design and oversee a comprehensive emergency response program that anticipates emergencies and emergency response strategies in the Santa Teresa industrial area. He will earn an annual salary of $34,986.
