5. CASE# Z05-014/BILLINGS: The applicant, Don Billings, is requesting a Zone Change on 3.38 acres from ER3 (Residential, min. lot size 1.0-acre, single-family site-built homes only) to ER7 (Residential, min. lot size 5,000sf, single-family and multi-family residences with a maximum density of 15 dwelling units/acre). The Zone Change request is to acquire appropriate zoning to allow the proposed development of multi-family residences as proposed on the applicant’s site plan. The subject parcel is located at the SW corner of Doña Ana Rd. and Lopez Rd. and can be further identified by Map Code # 4-005-131-323-367.

CASE #SU06-002/JAKES DEVELOPMENT: The applicant, Jakes Development, Inc., is requesting a Special Use Permit to allow the construction of a park and public restrooms at the La Tierra Escondida Subdivision. The parcel is zoned ER3C (Residential, 1.0-acre minimum new lot size, single-family site-built homes with conditions). This use requires a Special Use Permit in the ER3C Zoning District. The subject parcel is 1.51 acres in size and will include tennis courts, a playground, public restrooms, and parking. The subject parcel is located within Section 1, Township 24S, Range 2E and is east of Camino Escondida at 6265 Lazo del Norte, Las Cruces, NM 88011 and can be further identified by Map Number 4-012-139-204-010.

7. CASE #SU06-003/LAS CRUCES JEHOVAH’S WITNESSES: The applicant, the Las Cruces Congregation of Jehovah Witnesses, is requesting a Special Use Permit to allow the construction of an approx. 800 sq.ft. one-bedroom apartment for visiting ministers. The parcel is zoned EC1 (Neighborhood Commercial District, minimum new lot size of 5 acres, limited retail and service establishments). This use requires a Special Use Permit in the EC1 Zoning District. The subject parcel is 3.0 acres in size and includes the existing Church and a one-bedroom apartment for the minister. The subject parcel is located within Section 15, Township 23S, Range 1E and is west of the City of Las Cruces, at 1110 Burke Rd., Las Cruces, NM 88007 and can be further identified by Map Code Number 4-004-135-420-070.

8. CASE #Z06-001/SMELSER: The applicant, Margaret Smelser, is requesting a Zone Change on a 4.81-acre parcel from ER3M (Residential, 1-acre minimum new lot size, site built and mobile homes allowed) to ER3/4 (Residential, ¾-acre minimum new lot size, single-family site-built homes). The Zone Change will accommodate a proposed residential subdivision in the future. The parcel currently contains an approximate 1,800 sq.ft. double-wide mobile home, to be removed before the future subdivision is constructed. The subject property is located within Section 17, T22S, R3E, is addressed at 5025 Holsome Rd. and can be further identified by Map Code Number 4-014-129-120-123.

9. CASE #Z06-002/SAMUELS: The applicant, Eugene Samuels, , is requesting a Zone Change on a 4.554-acre and a 4.848-acre parcel (total 9.402-acres) from ER5 (Residential, 1/3-acre minimum new lot size, single-family site-built homes) to ER6 (Residential, 5,000 sq.ft. minimum new lot size, single-family site-built homes). The Zone Change will accommodate a proposed 38 lot residential subdivision in the future. The two parcels are currently vacant. The subject properties are located east of Interstate 25 within the Elephant Butte Land and Trust Co. Subdivision “C”, Section 24, T22S, R1E, and can be further identified by Map Code Numbers 4-006-130-358-080 and 4-006-130-386-065.

10. CASE #Z06-003/LIGON: The applicant, Mark & Gretchen Ligon, are proposing to rezone a 26.03-acre parcel from ECN1 (Public Conservation District) to ER3 (Residential, 1.0-acre minimum new lot size, single-family site-built homes). The Zone Change request is to acquire appropriate zoning to pursue the 16 lot Tesoro Escondido Subdivision. The subject property is located south of Dripping Springs Rd. within Sec. 17, T23S, R3E, and can be further identified by Map Code Number 4-014-135-471-214.
