COUNTY BRINGS FINANCE DIRECTOR, ELECTIONS SUPERVISOR ON BOARD

Doña Ana County Manager Brian D. Haines has announced the hiring of two high-level county employees. William E. Noland has been brought on board as the county’s new director of finance, while Bob L. Bartlesmeyer joins the Doña Ana County Bureau of Elections as the elections supervisor.

Noland comes to Doña Ana County from Oakland, Calif., where he was the City of Oakland’s director of finance and management since 2003; he served as the city’s controller from 1999 to 2003 before being promoted. Prior to that, he served as the accounting manager and interim director of finance for the Contra Costa Water District. He has a total of 26 years of experience in governmental and private-sector financial management.

Noland holds a master’s degree in international management and finance from the Thunderbird School of Global Management in Glendale, Az., and a bachelor’s degree in psychology from the University of Cincinnati in Cincinnati, Ohio.

“Having Bill Noland on board is good news for all of us in Doña Ana County,” Haines said. “He brings to the team a wealth of experience and knowledge, all of which enables him to lead the department during these uncertain economic times. Doña Ana County is financially stable, but there is always room for improvement in budgeting and managing assets. I’m confident Bill Noland is the right person for this critical position within the organization.”

Bartelsmeyer has more than 25 years experience with elections management, including 22 years as the Lawrence County Clerk, a position to which he was elected at age 21 and then served six consecutive terms. Most recently, he served as absentee ballot coordinator for Palm Beach County, Fla. He has attended both Oral Roberts University and Missouri State University.

Bartelsmeyer was introduced to the Doña Ana County Board of Commissioners Tuesday, Aug. 4, by Doña Ana County Clerk Lynn Ellins, who praised his newest employee as driven, motivated and highly qualified for the position vacated when Mario O. Jimenez was appointed chief deputy county clerk.
