Upon taking office Jan. 1 as Doña Ana County Assessor, Gary Perez didn't have to look far to find the expertise needed to fill the position of chief deputy assessor.

Andy Segovia, 36, has been a geographical information system mapping analyst for Doña Ana County since July of 2002. Prior to that, he worked for the Bernalillo County Assessor’s Office, where he held various positions and received three promotions.

As chief deputy assessor, Segovia will assist Perez in managing the appraisal, mapping and record-keeping duties of the office. He also will assist in preparing the department’s annual budget, making personnel decisions and meeting state-mandated deadlines related to assessments and valuation protest hearings.

“I had many qualified people approach me about this important position,” Perez said. “Out of all of them, I chose Andy because he has the experience, the education and the people skills to complement my hands-on management style. I believe we will work well together as a team to continue the path of progress that Emma Ortiz began eight years ago. I’m delighted to have Andy as my chief deputy.”

Segovia, who holds an associate’s degree in applied arts and sciences from New Mexico State University, is a graduate of Las Cruces High School. He is bilingual, and he has extensive experience working with mapping and assessment-related computer programs.

“I’m pleased to be asked to serve as the county’s new chief deputy assessor,” Segovia said. “I love Las Cruces and Doña Ana County, and this is where my wife and I want to raise our children. The responsibilities of this position represent personal and professional challenges that I am eager to meet in the interest of serving all property owners in Doña Ana County.”

Segovia will earn $44,616 per year as the chief deputy assessor. He will serve at the pleasure of Perez.
