5. Update on El Paso Electric Case No. 17-00090 (Renewable Energy Case) and Discussion Regarding the County’s Position and Strategy in this Matter – Tom Figart, Contract Attorney, Legal Department, will discuss.

6. Approve the Sole Source Purchase of Banner 9 Migration Services from Conduent Government Systems, LLC and Delegate Signature Authority to the County Manager for all Related Contract Documents – Geof Abruzzi, Programming Manager, IT Department, will discuss.

7. Approve the Utilization of the Cooperative Educational Services (CES) Contract #15-022B-C1022-ALL to Purchase and Install Presentation Hardware for the Commission Chambers from PACE Event Services and Delegate Signature Authority to the County Manager for all Related Contract Documents – Geof Abruzzi, Programming Manager, IT Department, will discuss.

8. Approve a Resolution Repealing Resolution No. 97-44 and Approve Resolution Delegating Authority to Department Heads and the County Manager to make Certain Budget Revisions – Chuck McMahon, Interim County Manager, will discuss.

9. Approve Resolution Adopting a New Collective Bargaining Agreement between the County and the American Federation of State, County and Municipal Employees, New Mexico Council 18, Blue Collar, Local 2709 – Nelson Goodin, County Attorney, will discuss.

10. Approve Award of Request for Proposal 17-0036 Economic Development Services and Delegate Signature Authority to the County Manager for Related Documents – Daniel Hortert, Manager, Economic Development & Special Projects, will discuss.

11. Approve a Resolution Opposing an El Paso Electric Substation Adjacent to Residential Properties in the Talavera Subdivision East of Las Cruces – Introduced by District 3 Commissioner Benjamin Rawson.

12. Approve Resolution Adopting 2019-2023 Infrastructure Capital Improvement Plan (ICIP) – Robert Armijo, Interim Assistant County Manager, will discuss.

15. Approve Ordinance Authorizing the Operation of Off-Highway Motor Vehicles on Paved Streets or Highways owned and Controlled by the County of Doña Ana – District 1 Commissioner Billy Garrett and District 3 Commissioner Benjamin Rawson, will discuss.

CORRESPONDENCE

16. Scott Krahling, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, to discuss a bargaining strategy preliminary to collective bargaining negotiations with the American Federation of State, County and Municipal Employees, NM Council 18, Local 2709 (Blue Collar) and Communications Workers of America, Local 7911; and pursuant to the attorney-client privilege to discuss pending strategy and direction to legal counsel in pending or threatened litigation in El Paso Electric Case No. 17-00090 (Renewable Energy Case) and City of Las Cruces, et.al. vs. United States of America, et.al. Cause No. 2:17-CV-00809-KRS-GJ and City of Las Cruces, et.al., vs. Travelers Indemnity Company, et.al., Cause No. 2:14-CV-00931-MV-KRS and Doña Ana County vs. The Communications Workers of America, Local 7911, Cause No D-307-CV-2016-02430, as authorized by the Open Meetings Act, NMSA 1978 § 10-15-1(H)(5)and (7) respectively.
