3. A Proclamation Declaring May 2016 as Emergency Medical Services and Trauma Awareness Month – Jess Williams, Public Information/Commission Liaison, will read the Proclamation.

4. Proclaim May 2016 to be Bike Month and May 2 – 6, 2016, to be ‘Ride Your Bike to School Days’ and May 20, 2016, to be ‘Ride Your Bike to Work Day’ in Doña Ana County– Jess Williams, Public Information/Commission Liaison, will read the Proclamation.

5. Proclaim May 15 - 21, 2016, as Police Week in Doña Ana County – Jess Williams, Public Information/Commission Liaison, will read the Proclamation.

6. Presentation by the Doña Ana County Juvenile Justice Continuum – Introduced by District 2 Vice-Chairman; The Honorable Judge Marci E. Beyer will present.

9. A Presentation of the Drainage Master Plan for the Community of Salem - Paul Dugie, Director, Flood Commission, will present.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

Approve Memorandum of Agreement Between Doña Ana County and Otero County to Provide Emergency Medical Services to Residents in Chaparral, NM, and Delegate Signature Authority to the County Manager for all Related Contract and Budget Documents – Jamie Michael, Director, Health and Human Services Department, will discuss.

11. Approve a Budget Revision and Resolution to Receive Technical Assistance Funding from the New Mexico Mortgage Finance Authority for FY16 – Jorge Castillo, Community Development, will discuss.

12. Approve Award for Alcohol and Substance Abuse and Domestic Violence Services Request for Proposal 16-0025 and Delegate Signature Authority to the County Manager for Related Contract Documents – Jamie Michael, Director, Health and Human Services, will discuss.

13. Approve Award of Sole Source Contract for Fiscal Year 2017 with Forensic Intervention Consortium of Doña Ana County (FICDAC) in the Amount of $82,000 for the Provision of Jail Diversion Services and Delegate Signature Authority to the County Manager for all Related Contract Documents – Jamie Michael, Director, Health and Human Services, will discuss.

14. Approve a BLM Illegal Dumping Assistance Agreement, Delegate Signature Authority to the County Manager to Sign all Documents Related to the Agreement and Approve a Budget Revision and Resolution Related to the Agreement – Lee Galt, Community Development, will discuss.

15. Approve Group Insurance Coverage for Medical Renewal Rates for Active Employees and Retiree Benefits for FY 17 – Lani Davis, Sr. HR Administrator, will discuss.

CORRESPONDENCE

16. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

COMMISSION MAY CONVENE IN CLOSED SESSION to discuss a limited personnel matter regarding the County Manager as authorized by the Open Meetings Act, NMSA 1978, § 10-15-1 (H)(2).

COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session item.

COMMISSION ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
