Approve and Ratify an Ordinance of theCity of Las Cruces (“City”) which Authorizes the Entry into aLoan Agreement by and between the City and the New Mexico Finance Authority (“NMFA”) for the Purposes of (1) Defraying the Cost of Refunding the City’s Outstanding South Central Solid Waste Authority (“SCSWA”) Environmental Services Gross Receipts Tax/Project Revenue Refunding Bonds Series 2004 and (2) Providing Additional Revenues for SCSWA’s Proposed Improvements to its Solid Waste Facilities and Services; and Approve the Pledge of the Doña Ana County’s Environmental Services Gross Receipts Tax Revenues to the Payment of the City/NMFA Loan Agreement – Chuck McMahon, Assistant County Manager, will discuss.
