7. Doña Ana County Contracts Executed between September 4th, 2017 – September 15th, 2017 – Pamela Wood, Contract Administrator, Purchasing Department, will discuss.

8. Accept a Grant from the New Mexico Department of Health on behalf of NMSU Fire District #3 in Fiscal Year 2017-18 and Approve Related Budget Revision and Resolution – Eric Crespin, Deputy Fire Chief, will discuss.

9. Approve Grant Agreement, Budget Revision and Resolution for Capital Appropriation Project Administered by the State of New Mexico Department of Finance and Administration and Delegate Signature Authority to the Interim County Manager on all Related Documents – Robert Armijo, Interim Assistant County Manager, will discuss.

10. Authorize Purchase of Mobile Command Center (BATMOBIL) from LDV, Inc. in the Amount of $478,635 Utilizing GSA Contract Number GS-30F-0009L and Delegate Signature Authority to the County Manager for all Necessary Documents – Enrique Vigil, Sheriff, will discuss.

11. Approve to Add Two Full-Time Senior Appraiser Positions and One Full-time, fixed term Document Technician Position. Additionally, Approve Associated Budget Revision and Resolution – Paul Ponce, Chief Deputy Assessor, will discuss.

12. Approve Budget Revisions and Budget Resolutions to Increase the South Central and Chaparral Wastewater Budgets Due to Emergency Manhole Repairs and Unanticipated Expenditures – Nora Oliver, Office Supervisor, Utilities Department, will discuss.

13. Accept and Approve Stonegarden 2016 Grant Award (EMW-2016-SS-00105) from the New Mexico Department on Homeland Security and Emergency Management Sub-Grant Agreement No. EMW-2016-SS-00105; Approve Budget Revision and Budget Resolution; and, Delegate Signature Authority to the County Manager for all Related Contract Documents – Ken Roberts, Undersheriff, will discuss.

16. Approve Communication Workers of America Local 7911 (CWA) Collective Bargaining Agreement as supported by Doña Ana County District Court and New Mexico Court of Appeals – District 4 Chairwoman Isabella Solis will discuss.

17. Authorize Publication of Notice of Hearing and Intent to Adopt Amendment No. 1 to the Unified Development Code (UDC) – Janine Divyak, Chief Planner, Community Development, will discuss.

PUBLIC HEARING/ORDINANCE

18. Approve an Ordinance Regulating Businesses that Primarily Purchase or Receive through Pawn Transactions Used Merchandise from the General Public for the Purpose of Resale – Sergeant Jeremy Hash, Sheriff’s Office, will discuss.

19. Approve Preliminary Subdivision Plat for Re-Plat #11 of Chaparral Subdivision #2 – Luis Marmolejo, Senior Planner, Community Development, will discuss.

CORRESPONDENCE

20. Scott Krahling, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION to discuss a bargaining strategy preliminary to collective bargaining negotiations with Communications Workers of America, Local 7911; and, pursuant to the attorney-client privilege to discuss pending strategy and direction to legal counsel in pending or threatened litigation in Doña Ana County vs. The Communications Workers of America, Local 7911, Cause No. D-307-CV-2016-02430; and, to discuss pending litigation in the El Paso Electric case filings before the New Mexico Public Regulation Commission: 17000-142-UT (Solar Purchase Power Agreement); 17-000-217-UT (Financing Debt); 17-000-90-UT (Renewable Energy); and, to discuss a limited personnel matter related to the hiring of a permanent County Manager; as authorized by the Open Meetings Act, NMSA 1978 § 10-15-1(H) (2), (5) and (7) respectively.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.
