  4. Approve a Proclamation Declaring Extreme or Severe Drought Conditions in Doña Ana County and Restricting the Use of Fireworks in Certain Unincorporated Areas of Doña Ana County – Robert Monsivaiz, Fire Marshal, will discuss.

  6. Approve Out-of-State Travel for Community Development Department Employee to Attend the American Society of Landscape Architects (ASLA) Annual Conference in Denver, CO November 20-25, 2014 – Angela Roberson, Chief Planner, will discuss.
  7. Approve Award of Competitive Sealed Bid 14-0039 for Welding Parts, Supplies and Accessories and Delegate Signature Authority to the County Manager for Related Contract Documents – Gabriel Silva, Fleet Manager, will discuss.
  8. Re-Appoint Member to the Doña Ana County Investment Advisory Committee – Julia T. Brown, County Manager, will discuss.
  9. Approve Amendment to Contract No. 13-108 to Increase Contract Budget by $4,200 for the Purchase of GIS Based Business Data to Conduct Economic Development Analysis as part of the Viva Doña Ana Initiative – Daniel Hortert, Community Development Director, will discuss.

  13. Approve Request to Reduce Existing Detention Major Position to a Captain Position and to Adjust the Detention Center Captain Compensation Structure – Chris Barela, Detention Center Director, will discuss.
  14. Approve a Contract in the Amount of $115,000 with NMSU Cooperative Extension Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Bill Noland, Finance Director, will discuss.
  15. Authorize Staff to Initiate Contract Negotiations and Contract Development for the Operations of the Crisis Triage Center – Jamie Michael, Health and Human Services Director, will discuss.
  16. Approve Budget Revision and Budget Resolution to Accept Funds for Local Economic Development Act (“LEDA”) Grant and Delegate Signatory Authority to County Manager for all Grant Documents – Chuck McMahon, Assistant County Manager, will discuss.
PUBLIC HEARING/ORDINANCE
  17. Approve an Ordinance Authorizing the Issuance and Sale of Industrial Revenue Bonds in a Maximum Principal Amount of $70,000,000 in One or More Series to Provide Funds to Finance the CN Wire Project; Authorizing the Execution and Delivery of an Indenture, Lease, Bond Purchase Agreement and the Bonds; Authorizing County Management to Negotiate and Execute Clawback and Payment in Lieu of Tax Provisions that will become Part of the Lease – Chuck McMahon, Assistant County Manager, will discuss.
CORRESPONDENCE
  18. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.
