PRESENTATIONS/PROCLAMATION
  3. Proclaim the Month of March 2014 as Purchasing Month in Doña Ana County – Jess Williams, Public Information Director/Commission Liaison, will read the proclamation.
  4. Presentation on the Doña Ana Soil and Water Conservation District's Mil Levy Referendum – Julia T. Brown, County Manager, will introduce.
CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:
  5. Acknowledge Receipt and Public Filing of the Treasurer’s Report for the Month of January 2014 – David Gutierrez, County Treasurer, will discuss.
  6. Accept Grant Funds from the NM Association of Counties (NMAC) for Outreach and Educational Effort for the Promotion of the NM Health Insurance Exchange (NMHIX) and Approve Budget Resolution and Budget Revision – Jamie Michael, Interim Health and Human Services Director, will discuss.
  7. Accept a Project Plan with the Bureau of Land Management to Receive an Additional $10,000.00 to Combat Illegal Dumping, Budget Revision and Resolution and Grant Signature Authority to County Manager for All Related Documents and Future Funding Requests – Daniel Hortert, Community Development Director, will discuss.
  8. Accept and Approve Budget Revision and Resolution for New Mexico Department of Homeland Security and Emergency Management Agreement EMW-2013-SS-00152-S01DASO OPSG and Delegate Signature Authority to the County Manager to Amend and Renew – Sheriff Todd Garrison will discuss.
  9. Accept the 2013 Colonias Trust Fund Awards from the New Mexico Finance Authority to Fund Construction of Montana Vista Phase II Wastewater Project; Approve Project Resolutions, a Budget Revision and Resolution, and Delegate Signature Authority to the County Manager on all Related Documents – Kurt Moffatt, Utilities Manager, will discuss.
  10. Approve Out-of-State Travel for Community Development Department – Building Services Employee to Attend the International Code Council Residential Inspection Institute in Austin, TX, March 24-28, 2014 – Cathy Jimenez, Chief Building Official, will discuss.

  11. Approve a Resolution Authorizing Submission by the City of Las Cruces (“City”) to the New Mexico Finance Authority of an Application for Financial Assistance for the Purposes of Refunding Bonds of the South Central Solid Waste Authority and of Constructing, Improving and/or Maintaining SCSWA’s Waste Disposal Facilities and Equipment; and Declaring the County’s Intent to Consider for Adoption an Ordinance Ratifying and Approving the City’s Bond Ordinance and Loan Agreement and Pledging the County’s Environmental Services Gross Receipts Tax Revenues to the Payment of the Loan Agreement – Chuck McMahon, Assistant County Manager, will discuss.
  12. Approve Award of Healthcare Consulting Services Request for Proposal 14-0028 and Delegate Signature Authority to the County Manager for Related Contract Documents – Bill Noland, Finance Department Director, will discuss.
CORRESPONDENCE
  13. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.
