Two well-known advocates for victims’ rights will speak at the Doña Ana County Sheriff’s Department’s 2nd Annual Awards Banquet.

Jayann and Dave Sepich, whose daughter Katie Sepich was found raped and murdered in the desert east of Las Cruces in 2003, will deliver the keynote address for the event, banquet organizers confirmed this week.

The Doña Ana County Sheriff’s Department was the lead agency in the Sepich murder investigation.

Following their daughter’s death, the Sepiches became advocates for legislation to expand the use of DNA testing to identify, arrest and convict criminals.

The bill, known as Katie’s Law, is now on the books in 24 states. The law requires states to collect DNA samples during all felony arrests. The DNA collected is then entered into a database to see whether it matches evidence collected in unsolved cold cases.

The public is invited to attend the ceremony, which honors commissioned officers and civilian support personnel with the Doña Ana County Sheriff’s Department.

The event will take place at 6 p.m. Friday, Jan. 18, 2013, at the Las Cruces Convention Center. Tickets are $20 per person or $30 a couple, which includes a catered dinner, non-alcoholic beverages and musical entertainment. Ticket holders will also be entered in drawings for door prizes.
