7. CASE # Z10-002/QUÉSADA: The applicants, René and Margarita Quésada, are requesting a Zone Change on a 2.56-acre parcel from EC 1 (Neighborhood Commercial, 5-acre maximum new lot size) to EI1 (Light Industrial, 5000 sq. ft. minimum new lot size) to have a business office and to store trucks and trailers on the property. The parcel is located north of the City of Las Cruces on the corner of Weisner Road and Rhonda Lane within Section 8, T22S, and R3E. It is described as being Lot 23, Block B of the Woodburn Addition of the USGLO Surveys, recorded on January 7, 1977 in Book 12, Pages 84-85 in the Doña Ana County Clerk’s office and can be further identified by Map Code # 4-014-128-242-148. This case was postponed to this date at the regularly scheduled meeting of the ETZ on July 21, 2010.

CASE # SU10-007/GONZALEZ: The applicant, Gabriela Gonzalez, is requesting a Special Use Permit to place a 1,280 sq. ft. mobile home as accessory living quarters for a family member to provide care for the applicants. Pursuant to the Las Cruces Extra Territorial Zoning Ordinance Article 2, Section 2.6.C, a second dwelling can be located on the property if there is a medical hardship. The 0.39-acre parcel is zoned ER5M (Residential, 1/3-acre minimum new lot size, single family site built and mobile homes), and contains a 1,280 sq. ft. ground set mobile home. The property is located north of the City of Las Cruces within Section 18, Township 22 South, and Range 2 East, and is addressed as 5243 Mescalero Trail. The subject parcel is described as Lot 28A, Block #11, EBL&T Co. Subdivision “C” Amendment #1, of part of Block 11 as filed in the Office of the Doña Ana County Clerk on June 6, 1966, in Book 9, Page 97, and can be further identified by Map Code # 4-007-129-021-346.

CASE # SU10-008 / CONTRERAS: The applicants, Humberto & Lidia Contreras, are requesting a Special Use Permit to place a 672 sq. ft. mobile home as accessory living quarters for a family member to provide care to the applicants. Pursuant to the Las Cruces Extra Territorial Zoning Ordinance Article 2, Section 2.6.C, a second dwelling can be located on the property if there is a medical hardship. The 0.42-acre subject parcel is zoned EV (Village District, unincorporated places with a mix of high density residential areas and commercial activities), and contains a 1,310 sq. ft. single-family site built home serving as the primary residence. It is addressed as 3231 Old Picacho Rd., and is described as Lot 20A of the Amendment No. 1, Part of Map of Lands of Isaac Chavez, Replat No. 4 as recorded in the Office of the Doña Ana County Clerk on October 27, 1999, in Book 19, Page 332. The property is located northwest of the City of Las Cruces within Section 92, Township 23 South, and Range 1 East, and can be further identified by Map Code # 4-003-134-044-111.

CASE # Z10-003, -004, -005, -006 / 4B TRUST: The applicant, 4B Trust, (Julie Ogaz, Agent), is requesting a Zone Change on 2 parcels totaling approximately 20 acres from ER3 (Residential, 1-acre minimum new lot size, single-family site-built homes) to EC3 (Planned Commercial District, 3.0-acre minimum new lot size, retail shopping and personal services in a planned unit), and to ER7 (Residential, 5,000 sq. ft. minimum new lot size, single-family, duplex or apartment units) on two parcels totaling approximately 80 acres for a mixed use development of commercial on the southern properties and residential on the northern properties. The applicant proposes to develop the two southern properties (approximately 20 acres), adjacent to Picacho Avenue, as the EC3 Commercial District after the 72 acre parcel is subdivided into two lots of 10 and 62 acres. The proposed commercial development will be located north of Picacho Ave. on the east and west sides of Picacho Hills Drive. The northern two properties (approximately 80 acres) will be developed as a residential development within the ER7 Zoning District. The properties are located north of the City of Las Cruces, at the intersection of Picacho Avenue and Picacho Hills Drive, within Section 16 and 17, T 23 S, R 1 E. They are described as Tract # 1, # 2, and # 3 of U.S.R.S Tract 8-8; Plat No. 1 as recorded in the Doña Ana County Clerk’s office on October 2, 1996 in Plat Record 18, pages 546-547. The parcels can be further identified by Map Code Nos. 4-003-135-050-330, 4-003-135-108-415, & 4-003-135-030-240.
