PLANNING AND ZONING COMMISSION

The Doña Ana County Planning and Zoning Commission will consider the following agenda at their regular meeting to be held on Thursday, December 14, 2006 at 9:00 a.m., in the Doña Ana County Government Center Commission Chambers located at 845 N. Motel Boulevard.

NEW BUSINESS
PLANNED UNIT DEVELOPMET

3. Case# PUD 06-003: Submitted by Barr McCutcheon (Hatch Gravel), a request for a Planned Unit Development Type Two (2) Overlay Zone to allow a gravel pit to expand its operations from mining sand and gravel to producing gravel products including aggregates, sand, concrete, and hot mix asphalt to serve Doña Ana, Luna, and Sierra Counties. Mining and extracting activities will occur in different locations within a 771-acre lot. Machinery used at the excavation sites will include loaders, feeds, conveyers, crushers, screens, and generators. Access to the property is through County Road E-067, which connects to Interstate 25 at the Hatch Interchange. The subject property is located approximately 3 miles Northwest of Hatch and is within Section 32 of Township 18 South, Range 3 West, Section 32 and Township 19 South, Range 3 West, Section 5. The parcel can be further identified by Map Code #s 3-017-108-264-265, 3-017-109-450-040, and 3-017-109-410-040.

4. Case# PUD 06-006: Submitted by Alltell Wireless, a request for a Planned Unit Development Type Two (2) Overlay Zone to allow additional antennas to co-locate on an existing cellular phone tower. In addition to the antennas, the applicant also proposes to construct a new 20’ x 30’ equipment shelter adjacent to the tower. The support tower equipped for cellular phone communication was originally approved in 1992 (Case # SUP92-062). The subject property is located at 555 Old Sequoia Road and is within Township 26 South, Range 5 East, Section 36. The property can be further located by Map Code # 4-030-156-225-020.

ZONE CHANGES

3. Case# CZ06-005: Submitted by Michael Coronado, a Zone Change request from VR-1 (Village District, Residential, site built homes) to VC-1 (Village District, neighborhood commercial activities). The proposed request will change the Zoning from allowing single-family residences to neighborhood commercial activities such as service establishments. Historically the land use on the property has been mixed use, residential and commercial. The applicant wishes to change the zoning so the existing residential building located on the lot may be converted for commercial use. The residence located on the property is addressed at 103 Miller Street in Anthony. The commercial building located on the lot is addressed as 504 Camino Real Street . The 0.58-acre lot is located within Township 26 South, Range 3 East, Section 35, and is further identified by Map Code # 4-017-156-268-231.

SUBDIVISIONS

5. Case: SD05-019: The applicant, Jose Sanchez is proposing a Type 3B Subdivision in the Anthony Community District to be known as Pleasant Valley Estates Subdivision. The subject property is zoned CR-1, Community Residential, 6,000 sq. ft. minimum lot sizes. The proposed subdivision will encompass 18.324 acres and will consist of 16 residential lots ranging in size from 1.020 acres to 1.19 acres. The subject property is located in Anthony on the southwest corner of Whispering Dove Avenue and Mil Acres Street and is within Township 26 South, Range 3 East, Section 26, Map Code #4-17-155-045-314.

6. Case: SD06-008: Submitted by Summit Engineering, a Type Two Subdivision to be known as Randle Farms Estates. The applicant is proposing 94 lots ranging in size from 0.48 acres to 2.07 acres on a 72.67- acre site. The property is located in the vicinity of La Mesa and is within Township 25 South, Range 2 East Section 24, Map Code #4-012-148-328-327.
