Doña Ana County



The 2000-2001 Doña Ana County audit has been placed on reserve status as Branigan Memorial Library for public review.

The audit, conducted by the independent firm of Kriegel and Company of Las Cruces, has been reviewed and certified by the state Department of Finance and Administration. It was submitted on time last November and released to the public following acceptance by the Board of County Commissioners at their regular meeting of Jan. 8, 2002.

The audit reflects substantial progress by Doña Ana County in controlling and reporting its finances through a comprehensive set of internal controls and procedures. Whereas the 1999-2000 audit contained 48 findings of auditor concerns and eight findings of material non-compliance, the 2000-2001 audit contained only 15 findings of auditor concern and zero findings of material non-compliance with generally accepted accounting principles.

“We’re very proud of this audit,” said County Manager David R. King. “Over the past year, our financial staff undertook a comprehensive review of procedures and safeguards that were called into question by the previous year’s audit findings. We overhauled systems, where necessary, to insure that discrepancies of the past would not be repeated, and we succeeded in many, many areas. Clearly, there is work still to be done, but we are proud of the substantial progress made to date, and we have instituted a new restructuring of the departments involved in fiscal matters that I anticipate will further help us to improve.”

King said he was particularly proud of Finance Director Lurie P. Garcia, Assistant Finance Director Jim Schoonover and Internal Auditor Brian Haines, who, he said, “rolled up their sleeves and got busy in a meaningful way, which is especially impressive since the previous audit left so little time to react.”
