Approve Resolution Calling Upon the Legislature and Governor to Take Action to Ensure that New Mexicans Can Continue to Access Federal Facilities and Airports – District 3 Commissioner Benjamin Rawson will discuss; Jess Williams, Public Information Director/Commission Liaison, will read the resolution.
  5. Approve Resolution to Adopt the Standing Committee’s Recommended Findings and Proposed Disposal of Public Property – Don Bullard, Manager, Purchasing Department, will discuss.
  6. Accept Sub-Grant Agreement DOT/HM-HMP-0519-15-01-00-Doña Ana From the New Mexico Department of Homeland Security and Emergency Management and Approve Related Budget Revision and Resolution, and Delegate Signature Authority to County Manager for Related Contract Documents – Robert Monsivaiz, Fire Marshal, will discuss.

  8. Approve Award of Request for Proposal 16-0007 Prisoner Transport and Extradition Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Captain Craig Buckingham, Legal Division, Sheriff’s Department, will discuss.
  9. Accept and Approve 2015 Award From New Mexico Department of Homeland Security & Emergency Management Department Sub-Grant No. EMW-2015-SS-00110-S01-OPSG-DASO with Accompanying Budget Revision and Resolution, and Delegate Signature Authority to the County Manager on all Related Documents – Enrique “Kiki” Vigil, Sheriff, will discuss.

  12. Report of Annual Inspection of the Doña Ana County Detention Center Conducted by Commissioners Garrett and Benavidez – Nelson Goodin, County Attorney, will discuss.
  13. Approve a Resolution Restricting Commercial Motor Vehicles on a Portion of Airport Road Between NM 136 (Domenici Highway) and NM 273 (McNutt Road) – Robert Armijo, County Engineer, will discuss.
  14. Approve Publication of Title and General Summary and of Notice to Hold a Public Hearing to Consider and Adopt an Ordinance Approving the MCS Realty Partners, LLC, Local Economic Development Act (“LEDA”) Project Proposal and Approving the Project Participation Agreement, the Intergovernmental Agreement and the Guaranty Agreement, and Approving Signature Authority to the County Manager for the Documents Cited and Other Required Documents – Chuck McMahon, Assistant County Manager, will discuss.
PUBLIC HEARING/ORDINANCE
  15. Approve an Ordinance Establishing an Affordable Housing Program Pursuant to the Affordable Housing Act; Defining Terms; Establishing Application Requirements and Review Criteria; and Establishing Procedures to Administer an Affordable Housing Program – Jorge Castillo, Community Development, will discuss.
  16. Approve and Adopt Amendments to Chapter 31 of the Doña Ana County Code Establishing the Doña Ana County Fire and Emergency Services Department and Authorizing the County Fire Chief to Promulgate and Standardize Rules, Regulations, Protocols, Procedures and By-Laws – Robert Monsivaiz, Fire Marshal, will discuss.
CORRESPONDENCE
  17. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE COMMISSION MAY CONVENE IN CLOSED SESSION to discuss threatened or pending litigation involving Grand Jury Subpoenas (Inmate Welfare Fund); to discuss pending or threatened litigation involving an escrow account; to discuss pending or threatened litigation involving a contractor; to discuss pending or threatened litigation involving the Griggs and Walnut Superfund Site; to discuss bargaining strategy regarding negotiations between Doña Ana County and the Communication Workers of America Local 7911; and, to discuss a limited personnel matter regarding the County Manager as authorized by the Open Meetings Act, NMSA 1978, §10-15-1(H)(7), (5), and (2) respectively.

THE COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.
